이문제에 관한 질문이 2개 올라와있던데..아직도 이해가 안가서요. 명쾌한 해답을 주실 선생님 안계실까요??

여기서 밑줄친 문장의 as는 어찌 봐야 하나요?

1) as가 도치 됐다면, is가 아니라..does나 이런 대동사가 나와야 하는 거 아닌지? is라면 뭐가 뒷부분이 생략된건지..앞부분의 어디를 받아준건가요??

2) as가 유사관계대명사라면 앞문장 어디를 선행사로 봐야 하는지요?
